Yalta, 20 November 2009. On November 20, 2009 in Yalta, in the presence of the Prime Minister of the Russian Federation Vladimir Putin and Prime Minister of the Republic of Kazakhstan Karim Masimov, State Corporation “Bank for Development and Foreign Economic Affairs” (Vnesheconombank), Eurasian Development Bank (EDB), JSC Samruk-Energo, JSC INTER RAO UES and JSC Ekibastuzskaya GRES-2 signed an agreement on the indicative conditions for financing the construction of a third power generating unit of Ekibastuzskaya GRES-2 (Republic of Kazakhstan).
The parties intend to implement a large scale investment project for the construction of Power Generation Unit No. 3 of Ekibastuzskaya GRES-2 with an installed capacity of 500 MW and a total cost of about $800 million. As soon as construction of the third power generating unit of Ekibastuzskaya GRES-2 is completed the capacity of the power plant will increase by 50%.
It is planned that Vnesheconombank and EDB will provide multi-currency loan for a period of 15 years on a parity basis in the amount of $770 million. Such syndicated loans with complicated structure have individual character in contemporary conditions and more brightly underline the role of banks in developing modern economy.
Implementation of the project for the expansion of Ekibastuzskaya GRES-2 will help to restore unity of the energy systems of Russia and Kazakhstan, encourage the development of integration processes in post-Soviet space and strengthen interaction within the framework of the Shanghai Cooperation Organization.
Ekibastuzskaya GRES-2 produces approximately 12% of all electricity generated in the Republic of Kazakhstan. The installed capacity of the two power generating units of the power station amounts to 1000 MW. Part of the electricity generated by the station is exported to the energy system of the Russian Federation.
