Procurement

At present the procurement activities of JSC INTER RAO UES are governed by the following documents and regulatory acts, the application of which makes it possible to streamline procurement and improve the performance thereof:

·                                 Federal Law of 21.07.2005, No 94-FZ, «On placement of government and municipal orders for the supply of products, execution of work, and provision of services»;

·                                 Federal Law of 30.12.2008, No 308-FZ, «On amendment of the FL on placement of government and municipal orders for the supply of products, execution of work, and provision of services» and certain legislative acts of the RF;

·                                 RF Government Regulation of 13.10.99, No 1158, «On enforcement of compliance with economically sound principles of pricing for products (services) of natural monopolies» (par.3);

·                                 System of standards for the organization of trading and purchasing activities, developed by JSC RAO UES of Russia and used to organize procurement activities

·                                 Regulation on the Arrangements for Regulated Procurement of Goods, Work and Services for JSC INTER RAO UES, approved by resolution of the Board of Directors (minutes No 3 of 24 June 2008)

The Regulation on the Arrangements for Regulated Procurement of Goods, Work and Services for JSC INTER RAO UES is the main document governing the Company's procurement activities.

This Regulation governs tendering for the procurement of goods, services and work worth in excess of RUR 2.5m (VAT exclusive). A resolution to arrange tendering to supply the Company, formation of activity-specific tender committees, and monitoring and coordination of the Company's procurement activities is the responsibility of the Central Tender Committee (CTC). Notice of procurement and such tender documentation as may be needed are published on the official website of JSC INTER RAO UES in the Procurement section and in the media.

The CTC is chaired by Mikhail A. Mantrov, Deputy Chairman of the Management Board and head of the Corporate Centre.

The CTC executive secretary is Igor V. Grishin, chief expert of Procurement Methodology and Organization Directorate.
