Kaliningrad Generation (a joint venture of Rosneftegaz and Inter RAO) completed the construction and commissioned Mayakovskaya TPP and Talakhovskaya TPP with the total capacity of 312 MW in the Kaliningrad Region. Russian President Vladimir Putin who is on a business trip in the Kaliningrad Region gave an order for connecting the two thermal power plants to grid.
The ceremony to mark the launch of the power plants was attended by Igor Sechin, Chairman of the Board of Rosneftegaz and Inter RAO, Boris Kovalchuk, Chairman of the Management Board of Inter RAO, Alexander Novak, the Minister of Energy of Russia, Alexander Beglov, Presidential Plenipotentiary Envoy to the Northwestern Federal District, and Anton Alikhanov, Governor of the Kaliningrad Region.
The power plants were built as part of the project on ensuring energy security of the Kaliningrad Region implemented in accordance with the order of the President of the Russian Federation and the Directive of the Government of the Russian Federation. The project provides for construction of four power plants in the region until 2021, and their total installed capacity will amount to 1 GW. All basic facilities of the power plants have been manufactured in Russia. Rosneftegaz is an investor in the project, and investments amount to 100 billion rubles. Companies of Inter RAO Group are operators of the project, and they will also operate the TPPs which were built.
Mayakovskaya TPP and Talakhovskaya TPP are to absorb the peak loads in the energy system of the Kaliningrad Region. Both power plants have two 78 MW gas turbine units. The units were manufactured by “Russian Gas Turbines” LLC (Rybinsk, the Yaroslavl Region). Generators were made by NPO “ELSIB” JSC (Novosibirsk). This is the most efficient and reliable equipment in this class which is very environmentally safe.
New power capacity has provided for an increase in energy security in the Kaliningrad Region and has made the energy system of the westernmost region of the country more flexible and controllable.
"The most modern power plants such as Mayakovskaya TPP and Talakhovskaya TPP were built in eighteen months, which is the shortest time frame for constructing such facilities ever," said Boris KOVALCHUK, Chairman of the Management Board of Inter RAO. "The launch of new power plants will enable efficient management of operation of the energy system in the region even now, which will ensure reliable power supply to consumers. Commissioning of two other TPPs will make the energy system of Kaliningrad totally self-sufficient and independent of power transfer from neighboring countries."
